Detailed Description
Functionality & Mechanism
This digital field guide, developed by the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA), digitizes the official Emergency Response Guidebook. The application provides an indexed list of dangerous goods and their associated identification numbers, searchable via an electronic word search function. It facilitates rapid identification of hazardous materials during transportation incidents, allowing users to immediately access information on general hazards, recommended safety precautions, and initial response guidance, including evacuation tables.
Development & Context
- The app was developed by PHMSA, in partnership with the National Library of Medicine, to give first responders quick access to critical hazmat information.
- The news coverage highlights its purpose is to support responders in the crucial first 30 minutes of an incident.
- By 2024, PHMSA planned to distribute nearly two million free copies of the physical guidebook, underscoring its role as a standard field resource.
- The U.S. Fire Administrator endorsed the resource, believing it should be in every emergency vehicle and with every first responder in America.
Intended Use & Scope
This tool is intended specifically for emergency first responders, including firefighters and police, arriving at a hazardous materials transportation incident. Its scope is limited to providing guidance for the initial response phase, offering immediate access to safety precautions and hazard identification. Information on the tool's application is based on public announcements, not peer-reviewed research.
